Barry is known for advancing strategic RIM programs, modernizing operations, and mentoring emerging leaders in the profession. Sarah Sheffield, CIP is the Lead Document and Records Management Specialist for the M&O Contractor of the Strategic Petroleum Reserve. Sarah has been at the SPR for just over 7 years but has been in the information industry on and off since 2008. Prior to her current position, she worked on the project to help Tulane libraries recover after the Hurricane Katrina disaster. She is a CIP, an AIIM Ambassador, and a part of the team revitalizing WIIM at AIIM. Sarah lives in Rockford, IL with her two furbabies, Rowan (dog) and Tilt (cat).

Dr. Moya M. Hill is an Information Governance Expert and the creator of the Unified Information Governance Model (UIGM™). She has served as a Chief FOIA, Privacy, and Records Officer, bringing clarity and unity to governance programs across the federal space.
Her work focuses on connecting the seven governance disciplines across the seven stages of the information lifecycle, a message captured in her signature line: “As information moves through an organization, so must governance.”
Dr. Hill is known for her clear, practical teaching style and her ability to make complex governance concepts understandable and actionable. She speaks nationally on Information Governance, Unified Governance, lifecycle integration, and leadership development for governance professionals.
Jim is a distinguished public sector executive who retired from the New Jersey Department of the Treasury after more than 44 years of service. Throughout his career, he focused on large-scale digital transformation and organizational modernization, simultaneously holding the roles of Chief Technology Officer for NJ Treasury and Director of the Division of Revenue and Enterprise Services (DORES).
As CTO, Jim oversaw expansive IT and cybersecurity programs supporting over 3,500 users, nearly 200 database systems, and a centralized digital document repository serving multiple state agencies. In his role at DORES, he managed the state’s business registry and a centralized transaction processing center that records over 12 million filings and more than $40 billion in revenue annually.
A pioneer in government efficiency, Jim led the migration of state services to cloud-based platforms and was an early adopter of AI-driven customer service. His strategic initiatives, including the creation of New Jersey’s first fully online business registry, delivered substantial cost savings to state government and streamlined public services to individual citizens and the business community in NJ.
Jim holds three Master’s degrees – in Information Technology, Public Administration, and History, and is a double-certified professional (CPM, CIP). A recognized expert in change management, he authored NJ Treasury's first policies and procedures on AI usage, and established statewide guidelines for the retention of records generated via AI, social media, and electronic communication platforms. Now in retirement, he seeks to educate the next generation of leaders on the practical intersection of emerging technology and public administration.
Peter Shardlow brings more than 20 years of information governance experience, covering the disciplines of data management and governance, privacy, records management, security, compliance and risk. Mr. Shardlow works with clients across a wide range of sectors with unique regulatory and legal requirements, including financial services, healthcare, retail, government, legal, professional services and not-for-profit.
Leveraging experience with technology, change management and information governance programmes, Mr. Shardlow helps clients review and update policies, procedures and processes, assess and implement supporting technology, and deliver education and training that embed a culture of compliance. He also guides clients through the process of gaining stakeholder and executive approval to drive long-term business transformation. He has led multinational teams onsite and virtually to develop pragmatic solutions that help clients drive compliance and business objectives.
Prior to joining FTI Technology, Mr. Shardlow held numerous governance, data privacy and IT-focused roles within consultancies, financial services institutions and the UK government.
