If you are getting a 10016 error in the Application Server part of the Event Viewer then you are having Distributed COM error. It is most likely due to the NETWORK SERVICE not having the correct DCOM permissions. To fix this do the following.
The 10016 errors should be resolved. Go back to the Event Viewer to verify the error is not occurring.
