Solving the ownership dilemma

My organisation uses an in-house tool for document management. Additionally, it serves as a storage backend for another system based on communities of practice. So users belonging to a community share the reqiured documents with each other using the features of our DM solution.

Currently, we dont have a rigid file ownership structure for every document. We have been lately trying to solve the legal and compliance issues with the documents uploaded since the content contributors could be different people over time and moreover the community managers could very well be not involved ever in the content creation.

So, at this juncture, for any specific document we are facing numerous questions about the ownership aspects since that is the traditional way of how legal and compliance requirements on files are setup.

Would like to know, if anyone is aware, how other DM solutions look at this problem and how do they achieve a balance between collaboration and ownership since both conflict each other at various levels.
