Mobile to the Cloud: Let's Dance!

I was reading an article in InformationWeek about mobile and in particular, use of tablets. The article points our how Waste Management is moving to use commercial tablets in their trucks for things like route maps, messages, etc. The challenge was that when they pushed an update to the tablets, the amount of power consumption was such that the tablets battery life was cut significantly resulting in the need to rewrite the app, but all in all, they are moving forward. (Not sure why putting an in-cab charger was not a consideration, or at least the article did not address it if it was.)
The question this presented was one of using a loaded app versus a cloud app. Would it make more sense to develop the app in the cloud, have the drivers tablets access the cloud app and forget about loading to each tablet? It would not only eliminate the need to push apps out and challenge power consumption, it also means that updates are immediate when done at cloud level.
What are your thoughts? Are you using tablets and if so, how? Are you developing apps for the tablet or cloud and then accessing the cloud?
