You should checkout the preconfigured solutions for SharePoint from CorasWorks. We use one for project management and I'm pretty sure they also have one for HR needs. They install on top of SharePoint and really help minimize the difficulty of getting a solution up and running. They are also built to scale out. I've been a customer of theirs for several years and have been very happy with them.
