Document Management Policy and Governance Model

I've now finished our document management needs assessment and most of the departments have highlighted the lack of document management policies / procedures in place as one of the key problems for them. They were clear that it's not only about IT tools but they also need clarification on to proceed. It means, of course, that we need to improve the governance over Document & Records Management.
Thus, I was wondering if any of you guys have experience in the development of these policies / procedures and if so, I'd really appreciate any help our document sharing for my studies and guideline.
