Communicating to Mgt the need for analysis/design/planning before implementing ECM SharePoint

I am a mid-level IT manager at a gov't entity (1800 employees). I am tasked with developing an ECM strategy utilizing SharePoint (SP). I have completed the AIIM SP Practitioner Course and midway through the Specialist Course. What is abundantly clear to me is that one must ensure that sufficient analysis/design/planning are done before there is talk of implementing SP for end users. Business needs and use of SP, SP architecture model to use, Classification of content (types,metadata,taxonomy), Information Mgt (policies, retention schedules, mechanism to adopt), Governance, Security, etc., etc. etc. The type of entity I work for has the potential (that has been realized quite often) of executive and top management changing with the election cycle. Due to this changeover, projects begun often should have been done yesterday. I do not get a lot of time to make my case (15 minutes to an hour - if I'm lucky). Since I have not had the time, resources or permission to conduct information gathering and develop a well documented business case my question is this: "How can I communicate the need for the agency to commit to providing the time and resources necessary so that proper anaylsis/design/planning can be done to ensure a successful ECM SP solution?" If I rattle off the list (see above) their eye-lids would resemble those of students returning to class after lunch. Thanks for any suggestions.
