Best practices for workflow in a records center

We are building a SharePoint 2010 records center. What are the best practices for applying workflow to records? All our records are entering as PDFs and I would maybe like to move old major versions to a library when a new major version is published so that users are only looking at the most up-to-date version of the document. If an audit history is kept of the workflow move, are there any issues will doing this type of workflow or any other type similar to it? Is there a better way of doing it? Thanks for your input.

Your proces seems to be quite clear in order to keep highest visibility on the more recent documents, keeping historic in safe with workflow tracking.

In order to make your life easier (project meaning of course ...), I recommend you to have a look at the software LASERFICHE, which could be seen as a standalone solution as well as a completely integrated add-on to a SharePoint project, bringing also DoD 5015 certification to your Record Center. www.laserfiche.com
